This title is a reference to Philip K. Dick's book: "Do Androids Dream of Electric Sheep?" It is a psychological term. It refers to an inappropriate emotional response (or feeling) to a condition. For instance feeling happy when you should feel sad. In the book, they use a device called a "mood organ" to accomplish this. We have several similar things in our every day life, which achieve similar results. The usage of the word affect over effect is correct; affect is used as a noun in psychology.
